Canada-Wide Early Learning & Child Care Plan (CWELCC)

We recently invited RisingOaks Early Learning families to share what the $10-a-day child care plan, with its significant fee reductions, means for their family. Check out a sample of the responses below in the yellow box.

March 28, 2022 marks a historic day for child care in our province and brings great news for families with children 6 and under.

The Ontario and federal governments announced an agreement to implement the CWELCC funding program in Ontario. A national, universal child care system will now become a reality!

If you are new to RisingOaks Early Learning and are just learning about CWELCC, the program aims to:
  • give families access to more affordable and high-quality child care options
  • help lower child care fees for parents of children under the age of six
  • increase child care spaces
  • support the child care workforce
  • support inclusive child care
Addressing Affordability
Ontario has agreed to reduce child care fees for parents to an average of $10 a day by September 2025. Your family is eligible for reduced fees if you pay more than $12 per day for child care and your child is:
  • is under the age of six
  • turns six years old and is enrolled in a licensed preschool, kindergarten or family age group or a licensed home child care premises, until June 30
  • The fee reductions also apply to parents who are receiving partial fee subsidy with a parent contribution.
The first fee reduction of up to 25% will come into effect in 2022, retroactive to April 1.
  • Parents or guardians of children who are eligible do not have to apply to receive a child care fee reduction.
  • The Province indicates that timing of child care fee rebates/refunds is not yet known, but will be no earlier than May 30.
For programs that enrol, a further 25% reduction in parent fees will occur at the end of Dec 2022
 
Fees will further be reduced to an average of $10 a day by Sept 2025.
  • The average calculation includes those on fee subsidy and those who pay child care fees directly.

RisingOaks has been Approved!

RisingOaks Early Learning has been approved and is operating under the Canada-Wide Early Learning and Child Care (CWELCC) program.

Child Care Fee Reductions
The first fee reduction of 25% took effect on November 1, 2022 for the following eligible programs:
  • Infant
  • Toddler
  • Preschool
  • School-age*
  • Jr. Camp*
* Note that children in school-age programs only qualify up to age 6.
  • For those in before and after school who turn 6 prior to June 30, they will qualify for the remainder of the school year.
  • If a child turns six on or after July 1, they will only qualify for reduced fees until the end of their birthday month.
 
Under the guidelines, with reduced fees, no program will be less than $12 a day. This is important to note for those who are only registered in before school (and not after school) as many of those programs are already less than $12 a day and will not be reduced.

Retroactive Fee Rebates

While the fee reductions were implemented on November 1 on a go-forward basis, fee rebates were retroactive to April 1.

At RisingOaks Early Learning, those fee rebates (April 1 to Oct 31) were credited to family accounts on November 1, 2022 for current RisingOaks' families.

Credits were/will be applied to your reduced fees for November and December - lowering or eliminating a payment to RisingOaks for those months.

On December 15, 2022, any remaining credit due to CWELCC fee rebates will be refunded to your bank account.

Families who are eligible for a fee rebate but have withdrawn from RisingOaks' programs will still receive a fee refund either by direct deposit to their bank or by e-transfer, depending on the circumstances.

  • In this case, refunds will be issued no later than November 30.
